Santa Rosa City Hall portal: transparency compliance
Baseline against the official Law 1712 matrix, an improvement plan and portal updates for the Inspector General's transparency index (ITA).

Challenge
The city hall had to align its portal with the Law 1712 (2014) compliance matrix that Colombia’s Inspector General (Procuraduría) assesses in the Transparency and Access to Information Index (ITA).
Solution
We first built a baseline (PRE): we extracted the official matrix requirement by requirement and crawled the portal. The initial cut on July 27, 2026 covered 120 pages, 5,041 links and 18 documents. With that evidence we drafted the improvement plan and updated the portal.
Result
The portal was updated following the improvement plan. The POST measurement, using the same requirement catalog, will allow a requirement-by-requirement comparison. This measurement does not replace the official self-assessment in the Procuraduría’s application.
